The guidance memorandum is aimed at countering “intensified federal enforcement of immigration laws,” said the state’s chief law enforcement officer in a statement. Frosh’s guidance warns state and local law enforcement officials that their compliance with Immigration and Customs Enforcement could expose them to liability and potential blow-back from the state’s Office of the Attorney General. In Maryland, two counties already have agreements to cooperate with federal immigration authorities, and one other is applying. In Baltimore County, however, County Executive Kevin Kamenetz recently issued an executive order preventing authorities from cooperating with federal immigration detainers or profiling on the basis of immigration status. Frosh’s announcement came a day after Baltimore City State’s Attorney Marilyn Mosby publicly requested that city prosecutors use discretion in dealing with victims, witnesses and minor crime suspects who are immigrants. “The recent federal immigration policies not only cause fear and potentially destroy families and disrupt communities — but they can also create legal liabilities for local governments. Over the past few months, my office has worked to ensure that we take a fair and equitable approach when factoring in the collateral consequences that minor, non-violent offenses have on the immigrant population,” Mosby said in a statement. Frosh’s memorandum notes that, besides just liability exposure for honoring detainers and seeking to enforce federal immigration laws outside the context of an agreement with federal authorities, law enforcement agencies have to absorb all costs associated with assisting the federal government. Frosh concluded that while state and local officials can’t be prohibited from sharing information on someone’s citizenship or immigration status with the federal government, they aren’t obligated to do so. Earlier this year, Maryland Democrats attempted to pass legislation that would have effectively made Maryland a “sanctuary state,” but the bill was killed in the State Senate. Debate over the bill occurred the week following the rape of a 14 year old girl in a Montgomery County, Maryland high school bathroom by two 19 year old illegal immigrants.

Don’t Try Paying Prostitute With McDonalds Meal Summary: Man tries to get a steal of a deal by offering to pay a prostitute with a McDonalds Value Meal for sex but instead ends up behind bars. A Wyoming man thought he had gotten the deal of a lifetime when he arranged payment with a prostitute of a McDonald’s Quarter Pounder and French fries. When David Mangus, 22, arrived that the arranged location for the meet-up, he was arrested by undercover police. Read McDonald’s Mozzarella Sticks Find Themselves at the Center of a Lawsuit. Mangus had the tasty meal in hand when he was caught up in the Casper police sting. The officers had placed an ad on as a prostitute looking for clients. Mangus answered the ad the week before the arranged date for sex. Mangus probably thought he was pretty lucky to get away with paying for oral and vaginal sex with McDonalds food instead of cash. The purported prostitute specifically demanded a Quarter Pounder with cheese and a medium fry. See Two Arrested on Prostitution Charges During Sale of Vehicle. Mangus was charged with the misdemeanor charge of soliciting prostitution. He was booked into Natrona County jail and released the same day on his own recognizance. It is unknown if he paid a fine or even got to eat his McDonalds meal while waiting to be released.
